How do you specify the lack of justice in an area ?, last time i tried this i got a lot of invalid syntax.

I did a bit of testing out with my area on the test port and it would seem that just removing the #Justice section would have the effect you're looking for.

Correct.
Or you make an empty JUSTICE section, or you use -1 instead of all numbers.
