Languages Intelligence and 3.5DnD

I was looking over languages and then some chars who for rp reasons don't have a high intelligence, and cannot do much more than speak common. Even after a couple points into it. I was wondering if we are going by 3.5 rules where you get I thnk it goes. if your an elf,halfelf, dwarf etc. You get the common tongue, racial languages. Theyou get bonuses languages per point of intelligence bonus? I think currently it's coded where your racial and common tongue count towards how many languages you can pick up I am unsure though. For those who aren't wizards and those who aren't twinking everythign and putting alot of points into int when they wouldnt truly have it. They pretty much get a raw deal, and how you have to speak at least one or two languages you are pretty much forced to shovel some of your stats into it. Even the orcs so they can just pick up common and so rp with others that don't speak orcish. I dunno whre I was going but I think making it a tad easier for those who aren't rp wise gona be brilliant or genius like in the brains. But could be clever and wily like an orc is or a warrior and so on. While a vry smart wizard or a priest would be a fluent translator but also have spells to aid them along I believe.
I take only what I need and I need everything!
