Name authorisation

Your name must be authorized before you are allowed to leave the initial
training area, as outlined in 'help name'.

Names are authorised every day so that the most your character will have to
wait is 24 hours, although the wait is usually much less. 

Note if your name is no'd it may mean another 24 hour wait depending on if
immortals are logged in or not when you change your name.
