It is a lasso in the rope weapons category of weapons.
It can be picked up, held, held in both hands, worn on the belt.
It cannot be worn with any other armour.
It is medium in size and would fit any body type.
Often, on the hard travel to Berdusk, a cart may tumble from the
pot-holed road into a ditch. With a team of guards deploying these
hooks, such an occurrence is made far less likely.

Another side question, is it true that a Grappling Hook will help with climb checks? If so, do you need to wield it, wear it, or just have it in your inventory?

When I attempt to wear it on my belt (with no armor on, besides belt), it says:
Hmm, a heavy iron grappling hook has an unusual enchantment that prevents you from wearing it.

Fixed pending update.

It will help if held, but an exotic weapon proficiency is needed for lassos.
