Just died to this since it kept spamming me with "YOU ARE TOO EXHAUSTED" when I should have had plenty of stamina to flee onto the road in three different directions.
...probably lost a level to this oversight, too. Yay.
Edit: A command to cancel queued movement would be amazing, too, since movement lag is the entire reason I ended up on a hill in the first place. Maybe add it as a function to "stop"?

The stamina cost is that of the room you are in. I.e. when you move from a mountain room, wherever you go, you spend the stamina cost of the mountain room. At the same time, when you go to the mountain room the first time, the cost to get there is that of the room you come from. For example if you get on the mountain from a road, as in Cormyr, the cost to get there will be only 2-3% as for the road room. It will cost the stamina cost for the mountain only to get out later.

I thought it was a combination of cost from and to the selected room?

Yes, stamina drain is dependant upon the room in which you are currently. For example
Moving from road to road costs 2%.
Moving from road to mountains costs the same as above.
Moving from mountains to road costs 5%.
Moving from mountains to mountains costs the same as above.
Moving from surface to Underdark costs 1%.
Moving from Underdark tunnels to surface costs 30%.
Note: Numbers above are not exact, just put there for example's sake.
The way to avoid this is never to enter movement commands more than once before the movement lag ends, and always look in the direction you intend to move before moving. Same thing in aggressive areas as in wilderness, but the former at least tends to be easier to get yourself out of if you do run into something big and mean.

I've run into this problem before and I can agree that it is annoying to deal with. However, I have discovered the best way to avoid this... Move slower through the game world. It is supposed to take quite some time to get from city to city. Take the time travel and avoid movement lag entirely.
It might be nice to have a short echo that tells you you're moving already, like: You begin to walk through the area/etc.; You continue to walk on down the road... Etc. So that we know the command went through, but honestly if you take it easy you'll avoid this problem 90% of the time.

That's a fair argument, to be honest. Though, it does occasionally conflict with time-sensitive quests (or shops!) and schedules (one game hour is five minutes, thus five game hours is twenty-five minutes, and so on), meaning if I had to go AFK and miss the time for something and I log back in and it's nearly time or nearly over, I tend to rush to it to try and get it done if I know I have any chance in Hell to get there on time rather than wait a real life hour or so.

Many sorries, but I as usual forgot to mention something.
Regarding the original request of your post, similar things have been suggested in the past (e.g., the two suggestions made here:
viewtopic.php?f=77&t=17858&p=130896). The answer seems to be that it's either too much work to be worth it or can't currently be done.
I personally prefer flee as it works now. As it is, you know exactly what room into which you're going to be moving when you attempt to flee and so can very easily plan your next move(s) accordingly, making for successful escapes much more than not, with some practice. Having the code decide where you'll go, I imagine, would make this much more difficult and might even get you into deeper trouble more often.
