The extra attack gained via Rapid Shot should not be skill checked by second attack, but should instead take a -2 penalty to hit, the penalty also applies to and stacks with other penalties against your normal attack(s). The feat should also have a toggle since the player of the PC usually decides when they want to attempt a rapid shot and when they want to shoot normally.

Rapid Shot
Prerequisites: Dex 13, Point Blank Shot.

Benefit:

You can get one extra attack per round with a ranged weapon. The attack is at your highest base attack bonus, but each attack you make in that round (the extra one and the normal ones) takes a -2 penalty.
